A millilitre is exactly one cubic centimetre, which is why medicine and laboratory work quote both and mean the same thing.

A litre is a thousand cubic centimetres. It is not strictly an SI unit — the SI unit of volume is the cubic metre — but it is accepted for use with SI and is what fuel, drinks and engines are measured in.

This one is a decimal point, not a calculation

Going from millilitres to litres moves the decimal point 3 places to the left and changes nothing else. There is no factor to remember and no rounding to decide: the digits stay in the same order and only their position changes.

1,234 ml is 1.234 l — same digits, moved along. That is worth knowing because it is the one kind of conversion you can check at a glance: if the digits of the answer are not the digits you started with, something other than the conversion has happened to them.

The unit changes when the number gets big enough to say

Millilitres and litres divide the world between them by size rather than by subject. A dose, a bottle, a sample, a spoonful and an engine chamber are all quoted in millilitres; a tank, a tub, a fuel purchase, a rainfall total and an appliance capacity are quoted in litres. The crossover sits somewhere around a thousand, and it is a habit rather than a rule.

That is why this conversion is usually an act of reporting. Somebody has measured or recorded a series of quantities in the unit the instrument shows, and something downstream — a form, a specification, a summary — wants the total in the unit a person can picture. The arithmetic was never the difficulty; choosing which unit the reader is owed is.

A millilitre is a cubic centimetre, exactly

A litre is defined as one cubic decimetre, which is a cube ten centimetres on a side, so it contains exactly a thousand cubic centimetres. That makes a millilitre and a cubic centimetre the same quantity by definition rather than by approximation, and it is why medicine, engineering and laboratory work move between ml, cc and cm³ without converting anything.

It also gives the litre a physical picture that most units lack. A litre of water fills a ten-centimetre cube and weighs almost exactly a kilogram, because the kilogram was originally defined from water in exactly this way. Both of those relationships are approximations now rather than definitions, and both are close enough to work as a check.

1,998 cc and 2.0 litres are the same engine

Engine displacement is the clearest place both units are used for one measurement in one document. The swept volume is calculated in cubic centimetres, so an engine comes out as 1,998 cc or 2,996 cc, and the model name rounds it to 2.0 or 3.0 litres. Motorcycles keep the cc form entirely, and licence categories are written around it.

The rounding is generous and consistent in one direction. An engine sold as 1.6 litres may be 1,598 cc; one sold as 2.0 may be 1,984. Reading the litre figure as the measurement rather than as the label is what produces a discrepancy that is not there — the cc number is the measured one, and the litre number is what it is called.

Totalling millilitres into a figure somebody can use

Records that are kept in millilitres get reported in litres, and the conversion happens once at the end. A day of measured intakes, a batch built from several containers, a set of samples — each entry is in the unit the vessel showed, and the total is in the unit that means something at that scale.

The discipline that matters here is not converting until the end. Converting each entry to litres first produces a column of numbers like 0.075 and 0.225, which is harder to add, harder to check and easier to mis-key by a factor of ten than the same column in millilitres. Add in the unit the measurements were made in, and convert the sum.

The 28 parts per million the litre lost in 1964

From 1901 the litre was defined as the volume occupied by one kilogram of pure water at the temperature of its maximum density under standard pressure. That is an elegant definition and it turned out not to equal a cubic decimetre: the water figure came to 1.000028 dm³, so for sixty-three years a litre was 28 parts per million larger than the cube it was supposed to be.

The twelfth General Conference on Weights and Measures redefined the litre in 1964 as exactly one cubic decimetre and recommended that it not be used for high-precision volume work at all. The practical consequence is narrow but real: a volume recorded in litres between 1901 and 1964 carries that 28 ppm, which matters to metrology and to nothing anybody is measuring in a kitchen.

Accepted for use with SI, and not part of it

The SI unit of volume is the cubic metre, and the litre is not an SI unit at all. It holds the status of a unit accepted for use with SI — officially sanctioned, allowed alongside the system, and outside it. The hour, the tonne and the degree of arc are in the same category, all of them kept because abandoning them would be worse than the inconsistency.

A cubic metre is a thousand litres, which is why the litre survives: almost nothing domestic is measured at cubic-metre scale, and a fuel tank quoted as 0.05 m³ would be unreadable. Water utilities are the exception and bill in cubic metres, which is the one place a household meets the SI unit and usually converts it back into litres to make sense of it.

l, L, and the digit that forced a capital

The litre is the only common unit with two accepted symbols, and the reason is typographic. A lower-case l is close enough to the digit 1 in many typefaces that "1 l" is ambiguous, so the capital L was accepted as an alternative in 1979. Both are correct; the capital dominates in the United States and on printed labels, and the lower case in European technical writing.

The prefix never takes the capital treatment, which is where mixed forms come from: ml and mL are both seen, and neither is wrong. What is wrong is the degree-style variants that turn up occasionally — "Lt" and "ltr" are not unit symbols, and a symbol that has to be explained has failed at the one job a symbol has.

The centilitre and the decilitre, between the two

The gap between a millilitre and a litre has two intermediate units that survive regionally, and meeting them is a common reason to convert. A centilitre is 10 ml and a decilitre is 100, so a 70 cl spirits bottle is 700 ml and a recipe calling for 2 dl of cream wants 200.

Where each is used is a matter of national habit rather than of scale. Centilitres appear on European drinks labelling, particularly for spirits and wine; decilitres are standard in Scandinavian, Swiss and some German-language recipes, where a dl functions as the cup does elsewhere. Neither is wrong and neither needs a conversion factor — both are the same decimal move, one and two places respectively, which is exactly the point of a prefixed system.
