A quart is a quarter of a gallon, which is where the name comes from. Like the pint and the gallon it carries the US-versus-imperial difference with it.

What it costs to round the factor

American consumer packaging carries a net quantity in both customary and metric units, and only one of the two is ever a designed number. A tin reading 1 qt (946 ml) was tooled as a quart. A millilitre is a cubic centimetre, and both are exact

A litre is exactly one cubic decimetre — a cube 10 cm on a side — which makes it exactly 1,000 cubic centimetres and a millilitre exactly one cubic centimetre. That is a definition rather than an approximation, which is why medicine writes ml, engine displacement is written cc, and a syringe marked in cc and one marked in ml are the same instrument.

The definition has only been that clean since 1964. From 1901 the litre was the volume of one kilogram of pure water at its densest, which turned out to be 1.000028 cubic decimetres — so a pre-1964 measurement stated in litres carries 28 parts per million of extra volume. It matters for reading historical scientific data and for nothing else, but it is the reason older texts distinguish the "litre" from the "cubic decimetre" as though they were different.

Fifty-four millilitres, and where they show up

The whole of the litre-against-quart difference is 53.65 ml — about three and a half tablespoons. It is too small to see in a container and too large to ignore in a count. Ten litre bottles hold half a litre more than ten quart bottles; a case of twelve holds 644 ml more, which is most of another bottle for free or a shortfall, depending on which way the substitution ran.

That is why bulk purchasing and stock records are where the two get confused rather than kitchens or workshops. A specification calling for twenty quarts of something and met with twenty litres is over by 1.07 litres, and the paperwork will show twenty of each. Converting the total once, rather than treating the units as interchangeable per unit, is the step that catches it.

Laboratory and workshop bottles, where the sizes nearly overlap

Reagent and solvent bottles come in 250 ml, 500 ml, 1 litre and 2.5 litre sizes in metric supply chains, and in pints, quarts, half-gallons and gallons in American ones. The pairs sit close: 500 ml against a pint of 473, a litre against a quart of 946, 2.5 litres against a half-gallon of 1.89. None of them matches, and every one of them gets treated as a match in a catalogue.

Where the contents are being made up to a concentration, the container size is irrelevant and the volumetric glassware decides the answer. American food storage is sold by customary name rather than by capacity: quart-size and gallon-size bags, quart and pint deli containers, half-gallon jars.
