Getting a photograph under 1 MB is a search rather than a setting: no encoder can be told a byte count, so we encode at several qualities and keep the highest one whose result fits. Drop a file above and it happens in your browser, with nothing uploaded. One megabyte is a limit most photographs meet with the picture untouched, and often the file was only over it because of its dimensions.
The quality search will settle at or near the ceiling for most images, meaning the file was simply saved wastefully to begin with. Cameras and phones routinely write JPEGs at quality 95 and above, where each extra point costs a great deal of size and returns nothing a person can perceive.
Where a photograph will not fit under a megabyte at high quality, it is almost always because it is very large in pixels — a 50-megapixel camera or a panorama. Resizing to 2560 px keeps far more detail than anyone will use and brings the file well under.
Expect no perceptible difference from the original, and expect a substantial saving anyway. This is the target where compression is closest to free: you are discarding storage that was never carrying information your eye could reach.
A one megabyte cap is common on email attachments, content management systems and job application portals. Meeting it rarely requires giving anything up, which is worth knowing before reaching for a more aggressive setting than the situation needs.
A JPEG encoder takes a quality number, not a file size. The relationship between the two depends entirely on the picture — a photograph of a brick wall and a photograph of a clear sky at the same quality and the same dimensions differ in size by a factor of ten, because one is full of detail and the other is nearly empty.
So there is no formula. We encode at a quality, measure the result, and adjust — narrowing in on the highest quality that still fits under 1 MB. It costs a handful of encoding passes, which is why this takes a moment longer than compressing to a fixed quality, and it is the only honest way to answer a question posed in kilobytes.
Sometimes the better answer is a different format — especially for a photograph stored as JPG.
