Getting a photograph under 200 KB is a search rather than a setting: no encoder can be told a byte count, so we encode at several qualities and keep the highest one whose result fits. Drop a file above and it happens in your browser, with nothing uploaded. Two hundred kilobytes is generous for a web image, and most photographs reach it without any visible change at all.
At 200 KB the search will usually settle near the top of the quality range, which means it is discarding only the detail that was never going to be seen. For an image up to about 1600 pixels wide, this is close to a free saving.
If your file is several megabytes and 200 KB feels impossible, check the dimensions before the quality. A photograph straight from a camera is often 5000 pixels wide, and no quality setting turns that into 200 KB while keeping it sharp — but 1920 px at high quality lands there easily.
Expect the result to be difficult to tell apart from the original at any normal viewing size. This is the target to choose when the image matters and the size merely needs to be sensible, rather than when a form is enforcing a limit.
For a page carrying several images, 200 KB each adds up faster than it looks. If the page is what you are optimising rather than the file, 100 KB is the more useful target and the difference is rarely visible.
A JPEG encoder takes a quality number, not a file size. The relationship between the two depends entirely on the picture — a photograph of a brick wall and a photograph of a clear sky at the same quality and the same dimensions differ in size by a factor of ten, because one is full of detail and the other is nearly empty.
So there is no formula. We encode at a quality, measure the result, and adjust — narrowing in on the highest quality that still fits under 200 KB. It costs a handful of encoding passes, which is why this takes a moment longer than compressing to a fixed quality, and it is the only honest way to answer a question posed in kilobytes.
Sometimes the better answer is a different format — especially for a photograph stored as JPG.
